Should it be:
1) Construction is well under way, with the launching ceremony taking place on [past date].
2) Construction is well under way, with the launching ceremony took place on [past date].

But I have to convince my boss (we're not native English speakers)....
so how should I explain to him?
He said as it happened in the past so we should use the past tense.
