2. If I had the time I’d go on a short holiday.
3. If I had_ money I’d buy a larger cottage.
4. If I had the money I’d buy a larger cottage.

In both cases, I would use the article because you are referring to specific time and money. 3 sounds strange, unless you have no money at all.

It is failry common. In the UK, people can say 'my two pence/my tuppence' worth, though we seem to be using the 'two cents' version more and more too.
