What is the meaning of this?

* a fierce-looking old gentleman
* tufted eyebrows
* his hair was combed down over his brow in a sort of fringe

1) Angry old man.
2) Bushy, big, with peaks, pronounced eyebrows.
3) His hair was down below the level of his eyebrows (brow for short). A fring is used to discribe hair that is cut to a uniform length, like a Beetles haircut.
