IF I SPED UP A LITTLE MORE TE VAN (cause the van was in moving like 1 mile/h), I WOULD HURT THE PASSANGERS FURTUNATELY I STOP ON TIME.

I would have to say no it does not make much sense to me.

"If I sped up a little more the van," Incorrect.
"If I sped the van up a little more" Correct.

"Cause the van was in moving like 1 mile/h" Incorrect.
"Because the van was only going 1 mph" Correct.

I am not sure what the rest of the text is trying to say. Its a bit fragmented.
