Default hang onto evidence ?

Hello, everybody,
I have got a problem about a translation : it is about an american sheriff who is suspected of commiting a crime (no, it's not G.W. Bush !), and somebody says : "Do you think he hung onto evidence ?"
What could it possibly mean ?

I would need to know more context, but it sounds like they're wondering if the sheriff kept all the evidence that was found at the scene of the crime. If he is actually the perpetrator, they may be thinking that he destroyed evidence that could be used against him.

Or that he failed to disclose evidence to allow the guilty to escape prosecution.
