I've found this sentence in Time magazine and it has puzzled me a lot.
"Banks have started to lend again,companies to hire and invest, and consumers to spend."
Is the above sentence grammatically correct?

This is called elliptical construction.
Banks have started to lend again, companies (have started) to hire and invest, and consumers (have started) to spend.
To avoid word repetition (have started), elliptical constructions are used.
The missing elements (have started) are inferable from the text.
