2 is correct. If you are hard-hearted, you are cold and unfeeling, indifferent to the needs of others.

By the same token, a soft-hearted person is unusually compassionate and caring. He cries at sentimental movies and gives coins to homeless people on the street who ask for them.

Funny thing, we have in Polish a soft heart, though we don't have a hard heart.

There is an old German fairy-tale about a poor young man who gives his heart to an evil spirit in return for a heart of stone; the spirit promises him that with his new heart, he will become rich and so win the affection of the girl he loves.

With his new hard heart, he becomes ruthless and unemotional. He does become rich, and he does marry his sweetheart, but he shows no affection for his wife and treats everyone harshly -- even on his wedding night he stays up counting his money instead of... well, instead of doing what young men usually do when they're just married. Things get worse until one day he hits his wife and kills her. His hard heart causes him to destroy the thing he most wanted, the thing that made him get a heart of stone in the first place.
