a. I asked the same question to my professor.
b. I asked the same question of my professor.
a & b have different meaning
a: means I asked my professor the same question.
b; means I asked someone else the question my professor asked.
c. I asked the tall guy the time.
c: it sounds English
d. I asked the time to the tall guy.
e. I asked tte time of the tall guy.
d & e don't sound English at least for me.
f. Can I ask a question to you? ( you can't say ask to somebody )
Can I ask you a question? this one is more correctg.
Did you ask a question to your professor?
I 'd rather: Did you ask your professor a question?
