Default towing when windsurfing

this question is not really about english, more about windsurfing.

can towing be some sort of an event?
like the windsurfer is being towed by a zodiac. if this activity seems logical to me in surfing, barefooting or waterskiing, doing that in windsurfing seems quite odd. but am i wrong ?

ps: i also know the other definition of towing, that is when the windsurfer is actually becoming the locomotive towing another person.

To me the most obvious thing would be if a windsurfer breaks something and needs a boat/jetski to tow them to the beach, assuming they are too damaged and or too far from land.

Probably, under the right conditions, a windsurfer could tow someone behind them.
