Smile the owner of the restaurnat (personality?)

Is there any words/expression that can describe the following restaurnat owner?

He/she serve the leftover foods. he always criticize the customers who pay by credit card instead of cash. he doesn't care about sanitory things.

what do you say about this kind of restautnat owner?

sloppy (dirty,disorganized) and obnoxious (unpleasant,offensive,disagreeable)

He serves leftover food, he is unpleasant and rude to the customers, and completely lacks any sense of hygiene.
