Talking 193-pull the wool over their eyes

Hello all

Look at this sentence.

He doesn't know much but he has managed to (pull the wool over their eyes.)

Is the part in the parentheses idiom or proverb or anything else?
What does it mean?

Thank you all

It's an idiom meaning to fool or cheat or deceive someone.
