Pls help me explain the following red sentence.

More than a few contemporary writers still seem to hold to the view, expressed some 60 years ago by Lyndall Urwick, that human organizations or administrative systems can be examined without regard to "any constitutional, political or social theory underlying their creation". Ex.
Guy Adams notes “the persistent ‘temporality of public adminstration’” as a field and our neglect of “history and culture in accounts of human behavior.
Well, what exactly does Mr. Adams say? I'm confused!

I think that what he is trying to say is that organisations operate according to their own logic, which has little or nothing to do with their original purpose. i.e an organisation will follow it own rules irrespective of its religious, ideological or logistical setting.

In other words an bureaucracies are always the same, whenever and wherever you go.

why "persistent temporality"? temporality here is a short period of time? so does it mean "a short period of time" which continue to exist? quite weird, don't you think?

or what is the "temporality of public admin"? ;-(

I just found on www.dictionary.com the meaning for administration.
It produced this:
