I don't understand the sentence below. Could someone explain the meaning, please?

"Change your outfit's look for the second round by wearing a different colour blouse, shirt, scarf or tie."

"before the second part of the competition [round] begins." <= what competition? Does it mean that this year it is in vogue to wear orange colours (it's just an example, I don't know what is really in vogue, in fact) and just the next year you'll be "totally out" if you'll wear an orange blouse?

In your example, the word round means "a unit of action in a contest or game" (American Heritage Dictionary) because no other meaning of round fits the context. The purpose of changing to different color clothing may be to confuse the competition or the spectators.
