Default was kind to

He was kind to send me these documents

Does this sentence mean:
1-It was kind of him to send me these documents. (We already know that he has sent the documents. I am just pointing out that it was kind of him to do so.)
or
2-He sent me these documents and that was a kind thing to do. (I am informing you that he sent me these documents and I am also telling you that that was a kind act,)

The first is morelikely. The second is possible, but it doesn't strike me as the most obvious use.
