Dear all,
Please tell me what is the differences between these 2 senteces...
1. the document is organised into 12 sections.
2. the document has been organised into 12 sections.
under what condition i have to use "is" and what condition have to use "has been"...seems the same meaning to me...

The emphasis is different. The first sentence emphasizes the present situation. The second sentence emphasizes what has been done. Which you would use would depend on context.
