Question different questions

Dear sir,
Thanks very much for replying the last time it was such a brilliant answer.
But now I've several questions,would you mind answering them?
1- I read these phrases "Road observed by radar"-"satallite not programmed"-
in these phrases the verb to be(i.e.is) has been omitted,what's the reason?
2- I read the following sentence in"Time machine":the sentence is:( you learnt geometry at school,all about lines & angles etc..that geometry which you learned was based upon a wrong idea"my question:why didn'tthe writer put commas befor & after the relative clause although this is a non-defining relative clause because when he said"that geometry" he'd just specified it then the following clause is just describing...?

In signs and things like that, we can omit the verb to save space, as we do in headlines.
I don't like the that geometry which.. phrase. I'd change 'that' to 'the'.
