Default done or doing

which of the follwing is correct :
what you ought to have done is called police
or
what you ought to have done is calling police .

if the two are possible , what is the difference in meaning?

I think it is also possible to say this way:
"what you ought to do is to call the police".

The second sentence of yours sounds weird.

Maybe you can change a bit for the first sentence:
"what you ought to have done is to call the police".

This one is right as long as you add the the -

What you ought to have done is called the police.
