It is a phrase used to mean that the last is not necessarily the worst or the least important.
In a speech or presentation you could make a number of points, and when you use this phrase before your last point you are saying that people shouldn't think it was the least important point.
It is often used when you are introducing a group of people by name and you get to the last person.

It is an expression that means the order in which things (or people) are chosen does not show a scale of quality.
It is also a way of indicating that you have come to an end of a list without making a judgement about the order of the list.
