it is said - --it is correct ; it means "they say that" or "people say that" [it`s impersonal ]; it tells what someone said; it is reported that...
e.g It is said that men cannot be trusted.
It is said that gifts persuade even the gods [Euripide]
It is often said that there is a gap between speaking and writing.
It is said that not many women had access to formal eduation in the colonies in the XVIIIth century.
who - is not necessary in this sentence.
