one-for-all email address
Could someone who knows something about IT help me out? In a company, we have a special email address, like perhaps staff at abc.com. It is a one-for-all email address, which means you send an email to this address, everyone with @abc.com account could receive it. My question is, is there an official name for it? Some people call it distribution list. Is it correct?

I would call it an "all staff" email address.

I just had a new thinking on that. This could be correct. That the "all staff" email address has a distribution list, which is usually maintained by the IT staff. Any comments?

Yes indeed -- I would call the "all staff" email list (which as you say is usually maintained by the IT dept) an example of a distribution list.
A "distribution list" is a group of email addresses that can be reached by sending an email to a single email address, e.g.
USINGENGLISH
MrPedantic @ UE.com
EmilyW @ UE.com
Tdol @ UE.com
Here, USINGENGLISH is a distribution list that includes my, your, and Tdol's email addresses.
