There really is not any differemce between 3 and 4. Both are widely used.
There can be a difference between 1 and 2. If you use to my property you are saying that the property is yours. If you use on my property you can mean the same thing, but you can also mean that damage was caused to someone else's property which was on your property - the wind caused damage to my friend's car while it was parked on my property.
