what does the phrase "take into account" mean in this paragraph:
"He said if the depreciation of the Vietnamese dong against the US dollar is taken into account, prices of cement in Viet Nam have decreased by 30 per cent over the last several years."

To take something into account means to consider it. In your sentence, it means that if the depreciating price of the Vietnamese dong against the US dollar is considered it will be easy to see that the price of cement is 30% more expensive now than in the past years.
