"you need enough balls to be able to know the throttle off the line."
i guess he 's saying that hitting the accelerator requires balls.
am i right?
It's an American English and (I'm guessing) a British English expression that is considered rather Earthy. (That is, it is not used in polite company.) A dictionary would probably call it a vulgarity. The "balls" being referred to are testicles. What is means is that it takes a lot of guts, or nerve, to do the thing under discussion.
