Are they the same?
I have two kinds of sentences. They are "fragment sentence" and "elliptical sentence". Are they the same?

I would say not. A fragment is bad; an ellipsis is good (generally speaking, of course).

I'd like to ask you. What is the difference between "I say." and "I would say."? Why didn't you use "I say not."?
