Dear Mister Micawber,I,hereby post the context which I read in Guardian newspaper.

The Pakistanis' mini-strike was a minimum response to a rank injustice, and a far better example to young people than genuflection "to the cult of the umpire."

Few wondered what might happen to the many foreigners who arrived to fight after the conflict was over. But should the whole of Pakistan still be "seen through that prism?"

Furthermore,when we put text in quotation mark,it means we are quoting from some text.But,sometimes,we see some word or expression in a text in inverted commas,please tell me,what does that convey.

1-- I am not sure. Here, I think umpire = mediator. Then, genuflection to the cult of the umpire = total and unconsidered reliance on mediation as a remedy.

2-- Through that prism seems to mean from that viewpoint, with that in mind.

A single word or short phrase in single quotation marks (' ') indicates that it is being used in some special way-- it is a new word, a foreign word, a word being used in an unusual sense, or a word which the writer otherwise wishes to draw to the particular attention of the reader. The writer may also be using the word as itself, that is, not as its meaning, but as the word qua word, as in: 'Water' is often pronounced /warter/
