It's difficult to say for sure without any further context, but it sounds like they want to get back some or all of the time lost due to a delay by reducing the amount of time it takes the plane to take off. (But don't ask me how they might be able to do that. I'm not an aviation expert.)

Looking at the sentence again, I'd say it could also mean that the takeoff was delayed and they intend to recover the lost time during the flight somehow.

But, one way or another, they seem to think they can "get the lost time back" so that the flight arrives on time.
