My BE experience is that
in two minds is one of the most common ways of saying that you cannot decide about something.
I'm in two minds about whether to go to the beach or stay at home and study English. Of two minds would be used, but not extensively, to say that two people had conflicting opinions.
Of one mind is used to describe complete agreement.
