to me, the first one is incorrect. it should be like this:
Since you stated the firm condation of delivery, i have not received fountain pens from you.

This is definitely ungrammatical, but I'm not entirely sure what it means. Can you explain what you're trying to say in other words?

You should use 'recommend' here. You only nominate someone to a position, or as a candidate in an election.

"I gladly accept this position on the terms stated in your letter, and I WILL make sure that I can start WORK on October 1st."

You are accepting NOW, so 'accept' is in the present simple tense, not the future simple tense.

You WILL make sure on October 1st, which is in the future - so you use the future simple tense here.

It is more common to use 'work' as a noun in this context rather than a verb. Both 'start working' and 'start to work' are possible, but 'start work' sounds better.
