Default Speak or talk

If I am talking on the phone, is it correct to say " who is talkign with me?" or " Who is speakign with me"

I would say:'May I know who you are?' or 'May I know who I am talking with?'

you should use TALK here. speak has some specific uses.

In BE it is more common to use speak in a telephone conversation - Who's speaking? or Who am I speaking to? Talk is also used, but speak is considered a little more polite.
