May I know what this sentence mean:

"It's as if we declared people not people for some arbitrary reason, like 'they tend to live in groups'."

The writer is saying that someone has taken a feature of certain people, such as that they live in groups for example, and used it to define them as not being people at all. More context is needed to know what feature he is talking about.
