could you please tell me what the verb "commission" means in the following sentece:

All intellectual property rights in and to the Goods and their manufacture and development shall remain vested in the Supplier (whether or not commissioned by the Buyer).

It means whether or not the Buyer directly asked the Supplier to supply the Goods, or instead asked someone else to supply them as an intermediary.

I must say it's a horrible example of legalese English
