for me as a student i would say " give me an answer " or " could you answer my question please ",
i'm sure that the second sentence is incorrect " Pls give an answer to my question ", coz 'to' is usually used in movments like
go to the USA, go shopping, go home,
i cant really think for an exception ...
about the first sentence, ermm, it appears for me that it's correct, but not sure 100%. hope one of the teachers could help.

Hello Satara, welcome to Using English!
"Please give an answer to my question" would be more usual.
But as Mesh says "Please could you answer my question" would probably be better than either, in most contexts.
