could you please tell me, whether I should use present perfect in the following sentence:

The Guarantor declares that this declaration has been executed according to his true and free will, in witness whereof he sets his hand below.

This is a perfect example showing how we use the present perfect when a past action has importance/current relevance. Of course, Hanka, grammatically, you COULD use the past 'was executed', but it lacks the importance and the formality found within the present perfect.
