Default Punctuation help, please.

Hi, this is my first post! I think the punctuation should be like this:

Bill said the site was "unique," and

and my brother insists it should be like this:

Bill said the site was "unique", and

I guess it just drives me crazy seeing the comma outside the quotation marks. Which punctuation is correct?
