Because with consider most common construction is to consider smb. adjective(guilty,stupid)
I believe it's very similar to German, isn't it?
1) Ich glaube, dass er ... ist. / Ich glaube, er ist ...
2) Ich finde ihn ...
(Well, finden can't be translated as "consider"... But the grammar is similar ;). I'm sorry - my German is too bad, so I can't help you. Maybe I made mistakes even in the schort "sentences" I've just written (in German))
