'Without power' means 'no electricity', which probably means no electric light, traffic signals etc.

It also means no refrigerator, no air conditioning (it's hot and humid in the Carolinas at this time of year), no water if you rely on well water, no TV (near death sentence for me!), etc.
My husband and I were caught in that big blackout of August 2003 - no power for three days and it was pretty miserable!
Thank you very much! I had thought that it had a different meaning...as we know humanbeing is weaker than nature...so when i read that sentence it sounded that people were living under horror conditions...and i was so sorry for them...Thanks again...
