It sounds strange - "enter bath with manners".
What would be a more appropriate heading?
Should it be "Etiquette for (use of / using) public bath"?
I found it somewhat amusing.

"Etiquette for use of Public Bath" is appropriate.

Please use the shower while sitting, and turn it off when you don't use it.
Better:
Please use the shower while sitting, and turn it off when you are finished.

I agree with this improvement, but I'd also associate the 'Please' with the desired behaviour:
Please sit while using use the shower, and turn it off when you are finished.
This collocates both please and sit, and shower and turn it off, making the whole easier to parse.
