b is right only if you mean China is a foreign country
c is right
something that causes pain is painful, not the person who feels pain

More usually, in standard English: "My arm is painful".

(a) HK is Chinese, not western. And as for polluting countries...
(b) China is obviously a foreign country in this context because it says "other..."; but it should be "but" rather than "and".
(c) is the only one that can be correct, in which case (a) is further incorrect because it contains a missing comma after "countries"...
