Using infinitive or participle form Hello Teachers!

Re:From the 1950s popular song lyrics (proclaiming/to proclaim) that "Captain Smith and Pocahontas Had a Very Mad Affair" to the 1995 Walt Disney animated film, the legend of Pocahontas has been widely popular in American culture.
It's a selecting right word quiz. According to the answer, "proclaiming" is right. Why not use "to proclaim" instead of "proclaiming". I'd like to know the reason.
