Problem
Please tell me if a student writes a letter to his school/college principal, does he need to write a formal letter format or an informal format, or he can simply start like this format.

I think it would be wiser to be formal (and therefore respectful); but always use the name if it is available:

I think,I could not convey my question properly.Actually,I want to know whether a student should follow a formal format of writing a letter to their school/college Principal i.e. he/she should write his address on the write side of the paper, and the address of the Principal on the left side of the paper,which is considered a formal format for a letter,or he can simply start his letter with "Dear Sir.." without a formal format i.e.without mentioning his own and the principal's address.

Ah, I see, Shaukat. No, the addresses are unnecessary.
(A note, though:

These days, business letters tend to have all sections aligned on the left margin. Not that your way is wrong, but it is becoming outdated, I believe.)
