    what does this sentence mean? I can't seem to figure out these instructions.

    As Englishstudent has answered in another thread similar to this question, I think it should be:'I can't quite understand these instructions'.

    It means that the person making the statement is telling you that they are finding it hard to understand the meaning of the instructions given.
