Use of Have

I ma bit confused whether or not to use have in the following sentence

In this pape we presented a novel idea of .....

In this paper we have presented a novel idea of ....

Which one is correct and why?

If the sentence appears in the paper itself, use "we have presented" or (better) "we present".

If it appears elsewhere, it depends on the context. What would the context be?
