I've heard of 'spin the wheels', which indeed is to lose traction. Often impatient drivers do it when the lights turn green (losing traction between the driving wheels and the tarmac). To spin a tyre _might_ mean to lose traction between the tyre and the wheel-rim. But as in your example the spelling is 'tire' I suspect you need to check with a speaker of AmE.
