    Unhappy Seeking your help

    Dear friends
    I do not quite understand the following sentences
    When do I use in as a preposition instead of using to.
    1. CEO John was meeting with Susan to determine a plan of action "in" dealing with the recent bad press.
    2. CEO John was meeting with Susan to determine a plan of action "to" deal with the recent bad press.

    I'd use 'to deal' as it expresses the purpose of the meeting.
