Default The last time it ran "was" or "is" ?

Hi Teather,
When I try to describe the last time an event happened in the past, should I use "was" or "is"? See the following examples,
1. The last time it ran "was"...
OR
2. the last time it ran "is"...

which one is grammatically correct and why? Thanks in advanced

The word ran places the entire action in the past, so was is the correct choice.

The last time it ran is a past event, so I would use "was."
