Salamanders are sometimes confused with lizards, but unlike lizards_____ no scales or claws.

A. that they have
B. to have
C. they have
D. are having

the anwer shows " D ", but i think it should be "C". Probably there is a misprint for correct answer

I agree with you. The only answer that makes sense there is C. (they have).

Claws are permanent, so the continuous form makes no sense there.

They are having claws is more or less equivalent to They are having a party.

Perhaps I should have noted that the two expressions are similar in a grammatical sense. In any case, they are having claws would be closer to they are having drinks or they are having chicken. Of course, claws are not consumable.
