For a BE speaker both are used commonly to say the same thing.

Hello Hemmin,
both are correct.
"fill in sth." is most used in BE.
"fill out sth." is most used in AE.

I think 'fill in' is the choice.it means 'to complete'
'fill out' means become larger, rounder or flatter, make larger by filling
any suggestions?

On www.dictionary.com you can find the following explantion (no.28+29)
fill in
a.to supply missing or desired information: Fill in the facts of your business experience.
b.to complete by adding detail, as a design or drawing: to fill in a sketch with shadow.
c.to substitute for: to fill in for a colleague who is ill.
d.to fill with some material: to fill in a crack with putty.
e.Informal. to supply (someone) with information: Please fill me in on the morning news.
fill out
a.to complete (a document, list, etc.) by supplying missing or desired information.
b.to become larger, fuller, or rounder, as the figure: The children have begun to fill out since I saw them last.

As Davy mentioned earlier in the thread, both are commonly used to mean the same thing.
But I'd say that "fill out (a form)" is used more often than "fill in" in American English.

Fill out also has the meaning that sandhya.sha mentioned.
Possibly Indian English has a more restricted usage for "fill out"...
