    Default low-in come countries

    Hi, do you think that the verb "lack" means to need or it means there is not enough, e.g.
    The arrival of foreign banks means more oppurtinities for low-in come countries, which might otherwise lack banking options."
    And what does it mean "low-in come" countries? thanks

    "lack" means "to have none or not enough of something"

    "low-income countries" means countries where the income (earnings) of
    people is low

    So, this sentence is saying that the arrival of foreign banks creates/provides
    more opportunities for countries where the incomes are low. Otherwise
    (if the foreign banks did not come in), there may be no, or not enough
    banking options.
