What I think Tdol meant is that "I always ..." is the normal neutral way of expressing such a thought. There is a great deal of flexibility when it comes to adverb placement. When you reverse this order, it "sound" like this;

"ALWAYS I ..." and COULD be used to place great emphasis on 'always'.

It's hard to decide without more context but I'd say that this isn't all that common. More common is "As always, I ...", but it's not an impossible collocation.
