the initial decision
the preliminary decision
the tentative decision

Which of the three decisions above is accurate enough to refer that the decision is not final but only temporary or the first decision made ?

A temporary decision is best represented by "the tentative decision".

Default Decisions

I opt for preliminary decision. (Tentative is more likely to be used to refer to people. Example: "He hesitated, tentative and indecisive.")
